Glyph or Iconographic Image Description: 

This compound glyph for the place name Hueiapan has two elements. One is the large body of water (hueiatl), circular, painted turquoise blue, with wavy, horizontal, dark lines suggesting currents or waves. Three of these black lines are especially thick. The other elemnt of the compound is the upright, rectangular, white flag (panitl), facing to the viewer's right. The flag provides the phonetic value for the locative suffix, -pan.

Added Analysis: 

The hueiatl has two elements, a significant size {huei) and water (atl). One could also read the large body of water as apantli, as we sometimes see in other glyphs like this one, even if the usual apantli glyph is a cross-section of a vessel representing a water channel or canal. If the circular body of water is read as apantli, for the locative suffix -apan ("on the water"), then we have the -pan locative suffix element repeated in the flag.
